The Council is launching a consultation on the DCS today. It has proposed creating one charging zone for residential, hotel and student housing developments located to the north of the Bexleyheath Railway Line with a rate of £40 per square metre; and a second zone for such developments located to the south of the rail line with a rate of £60 per sq m.
For convenience supermarkets, superstores and retail warehouse developments above 280 sq m, the Council has set a draft rate of £100 per sq m. A proposed nil rate will apply to publicly funded medical, health and emergency services as well as educational uses and a rate of £10 per sq m will apply to all other uses if the DCS is adopted in its current form.
The proposed rates in the DCS are the same as the rates set out in the Council's preliminary draft charging schedule, which it consulted on earlier this year.
In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Bexley is £20 per sq m on all uses except for health and education purposes, which are exempt from Mayoral CIL.
The consultation is open for responses until 30 September. The Council said it hopes to bring CIL into effect in December 2014.
