Sedgemoor District Council has launched a consultation on its community infrastructure levy (CIL) draft charging schedule (DCS) (9-page / 250KB PDF) with proposals for two different residential charging zones. 

The Council has proposed to set a CIL rate of £40 per square metre for all residential developments within its urban areas. For residential developments in all other areas, it has proposed a rate of £80 per sq m.

A levy of £100 per sq m is proposed for supermarkets and retail warehouses across the district, and it is proposed that hotel developments will be subject to a rate of £10 per sq m. A nil rate levy will apply to all other types of developments if the DCS is adopted as drafted.

The proposed residential rates have been reduced from the rates set out in the Council's preliminary draft charging schedule (PDCS) (6-page / 407KB PDF), which it consulted on in August last year. The PDCS had proposed rates of £150 per sq m for developments in the urban areas and £50 in all other areas.

The proposed rate for hotel developments has been reduced from £200 per sq m to £10 per sq m whilst the retail rate has remained the same.

The Council said that, following last years consultation, it had considered the responses received and worked with its consultants to review the matters raised and amended its evidence base as appropriate.

"The DCS has been changed to reflect key issues raised, the most significant change being a reduction in the rural housing rate to £80 per sq m," the Council said in a statement.

"Given the current economic conditions, the Council's priorities of economic growth and housing, and existing core strategy policy requirements, a cautious approach is suggested that strikes an appropriate balance between infrastructure funding and supporting growth," it said.

The consultation is open for comments until 28 May. The Council said it hopes to submit its charging schedule for examination in August and to implement CIL by April next year.
