South Norfolk Council's development management committee has approved plans by Ptarmigan Land to build 1,196 new homes at Heathersett village near Norwich.

The scheme will also provide a primary school, community facilities including local centres as well as public open space. Ptarmigan Land has said that up to 33% of the new homes will be affordable.

The developer has carried out extensive consultations on the plans with the public and the scheme was developed in accordance with the response and feedback received.

The application had met a number of objections and concerns, including from campaign group Hethersett Our Way. Concerns included that the scheme would "overdevelop" the village, that it would increase traffic and cause congestion.

The Council's planning officer noted in his report to the committee that Norwich was not able to show a five year housing land supply in line with the National Planning Policy Framework. He said that this should carry "significant weight" in the consideration of the application.

"Achieving this planning permission has been a long process involving a great deal of consultation with local residents and stakeholders", said Ptarmigan Land managing director Hugo Kirby.

"We worked closely with South Norfolk Council, Norfolk County Council and the Highways Agency and through teamwork and negotiation we arrived at a workable solution."

Work on the scheme is expected to start in the next year and to complete by 2025.
