The development, which will cover a 50 hectare brownfield site running from the Purfleet by-pass in the north via Botany Quarry to the Thames, will see the construction of a new centre comprising 3,000 homes as well as a community hub with a health centre, primary school and shopping and leisure facilities.
The scheme will also include improvements to the railway station, a link road, new pedestrian and cycle links as well as a range of green spaces.
The Council's planning committee approved the outline plans in December. It is now looking to find a development partner to deliver the scheme followed by any necessary land acquisitions and compulsory purchases.
"This is marvellous news for the borough as another of our schemes takes a massive step forward," said the Council's portfolio holder for regeneration Andy Smith in a statement. "We will now be focusing on finding the best partner to help us deliver the scheme."
"We haven't been standing still and have been holding discussions, but talks between us and shortlisted parties can now accelerate and we hope to be able to make a decision by the autumn," he said.
The scheme will be delivered in phases over a ten to 15 year period. Smith said that the Council hopes to start work on the scheme towards the end of 2014.
