Warwick District Council's administrative area will be divided into four different residential charging zones under proposals set out in the Council's community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) (8-page / 888KB PDF).

The Council has proposed to set out four residential charging zones with different CIL rates applying in each. However, within each zone, the Council has set lower draft rates to apply to any developments on strategic sites allocated in its Local Plan. It said that this was to reflect the need for those sites to absorb a higher amount of on-site community infrastructure.

The proposed rates applying to residential development outside strategic sites have been set as £50 per square metre in Zone A; £170 per square metre in Zone B; £120 per sq m in Zone C and £180 per sq m in Zone D.

For developments within any of allocated the strategic sites, the Council has proposed rates of £30 per sq m in Zone A; £90 per sq m in Zone B; £70 per sq m in Zone C and £110 per sq m in Zone D.

The Council has proposed to set out a 'Prime Leamington Spa' zone for general retail developments. Within this zone, a retail rate of £65 per sq m has been proposed, with a draft nil rate levy to apply elsewhere in the district. Any superstores, supermarkets and retail parks have been set a proposed district-wide rate of £75 per sq m.

Hotel developments and student accommodation have both been set proposed rates of £80 per sq m to apply across the district. A nil rate levy will apply to offices and industrial developments if the draft rates are adopted.

The consultation will be open for comments until 29 July.
