Two Councils to the east of London are currently discussing proposals to introduce the Community Infrastructure Levy, which would be charged on new development to raise money for local infrastructure.

Braintree District Council confirmed that it does intend to implement a CIL Charging Schedule and said that it was in the process of appointing a consultant to advise the Council. 
The Council plans to issue a Preliminary Draft Charging Schedule for public consultation later this year, a Council spokesperson said. 

A spokesperson for Brentwood Borough Council has confirmed that the Council intends to consider the implementation of a CIL Charging Schedule within the context its Local Development Scheme, which will go before the Council in July. 

After the CIL proposals have been considered by the Council, it aims to launch a consultation on a Preliminary Draft Charging Schedule in the autumn of this year. 

As more Charging Schedules are implemented, some fear that the new levy will lead to a decrease in the number of affordable homes that will be built. 

For example, Gary Yardley, investment director for development company Capco, according to an Inside Housing report, expressed concerns that fewer affordable homes will be built as a result of the introduction of the Community Infrastructure Levy in England and Wales. 

He is reported as saying that affordable housing is a lower priority for councils behind ‘essential’ infrastructure such as roads, and high CIL payments will lead to fewer affordable homes as developers look to maintain their profit margins.
