The Council has proposed to divide its administrative area into two different charging zones for residential development. For developments within Zone A, the proposed charge is set to £60 per sq m. A proposed zero rate levy will apply to developments within Zone B. Residential care homes are subject to a proposed rate of £90 per sq m.
The Council said that its viability assessment had shown that there were "significant parts of the District", including the market towns of Dereham, Swaffham, Thetford and Watton, where the land value did not make it possible to include a CIL rate for residential development.
For out-of-centre retail development, a flat rate of £150 per sq m is proposed. Hotels are subject to a proposed rate of £140 per sq m and holiday accommodations to a rate of £30 per sq m. For commercial developments, other retail developments and all other development, the Council has proposed to set a zero rate levy.
The consultation will be open until 28 May. The Council said it expects to adopt CIL in April 2014.
