Government consents to land transfer for Earls Court scheme


Communities Secretary Eric Pickles has approved a conditional land sale agreement (CLSA) which will allow the transfer of the West Kensington and Gibbs Green housing estates to be included as part of the regeneration of Earls Court.

The Department for Communities and Local Government (DCLG) has set out the consent in a letter to the London Borough of Hammersmith and Fulham. The CLSA allows the sale of the estates by the Council to developer Capital and Counties (Capco), which is leading the £8 billion regeneration scheme.

Under the terms of the CLSA, Capco are required to re-provide the 760 homes currently situated on the estates, and all qualifying residents will be offered a new home within the development.

The Council and Capco completed the CLSA in January, subject to Government approval.

“This milestone is an important step forward in the regeneration of Earls Court," said Council Leader Nicholas Botterill and Capco investment director Gary Yardley in a joint statement. "The plans will transform the area, delivering much-needed new homes and new jobs and creating a remarkable new place".

“We recognise that the decision to include the housing estates in the regeneration has aroused strong feelings. But we have always believed it will make lives better for estates residents, all of whom will be re-housed in the area if they wish to remain," Botterill and Yardley said.

“With this decision by the Government, the detailed work to implement the regeneration can move forward. We look forward to engaging with all estates residents, irrespective of their views on the issue to date, to make sure the regeneration benefits everyone, offering them better homes and better opportunities," they said.

Botterill and Yardley said that the Council and Capco would now work to identify the phasing of the development. They said they expect to be in a position to consult with residents on initial detailed phasing proposals in the coming months.
