Harrogate consults on CIL draft charging schedule


Harrogate Borough Council has launched a second round of consultation on its proposed community infrastructure levy (CIL) rates. 

The Council opened a consultation on its draft charging schedule (20-page / 2.34MB PDF) (DCS) last month. It has set out proposals for two different CIL rates to apply to residential developments.

A lower rate of £45 per square metre would apply to residential developments with 'Ripon City', which covers the wards of Ripon Spa, Ripon Minster and Ripon Moorside, whilst a higher rate of £85 per sq m would apply throughout the rest of Harrogate District.

For supermarket developments the Council has set a draft rate of £140 per sq m and for retail warehouses it has set a draft rate of £105 per sq m. A proposed nil rate levy will apply to all other chargeable development, including apartments, as well as public and institutional facilities.

The supermarket and retail warehouse rates have both been reduced from the proposed rates set out in the Council's preliminary draft charging schedule (PDCS) which it consulted on earlier this year. The Council said these rates had been revised as a result of a correction in its viability appraisals.

The PDCS had also included a proposed rate of £10 per sq m to apply to 'other non-residential' development, including offices, hotel and industrial uses. However the Council said it had zero rated all such uses after considering the responses received to the PDCS and in the light of the "relatively low level of CIL revenue" the charge would be likely to generate.

The consultation is open for responses until 29 November. The Council said it expects to adopt its CIL charging schedule in the summer 2014.
