The CIL charge will apply to new developments from 1 April 2014 and will replace Section 106 agreements as the principal means for developers to pay contributions towards providing necessary infrastructure.
Residential uses will be charged according to location, with developments in Colliers Wood, Raynes Park and Wimbledon subject to a CIL rate of £220 per square metre and developments in Mitcham, Morden and West Barnes subject to a rate of £115 per sq m.
A flat rate of £100 per sq m will apply to all retail warehouses and superstore developments across the borough.
In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Merton is £35 per sq m on all uses except for health and education purposes, which are exempt from Mayoral CIL.
