The proposed mixed-use scheme includes 201 flats, a 170 bedroom hotel and around 5,000 square feet of mixed use commercial space. The site is known as the Baltic Triangle.
Plans for the scheme encompass four main buildings, two of which would be used to provide residential space and two which would be used as mixed-use commercial space. The plans include a 330-space underground car park.
The residential element of the scheme will be completed first, with two towers providing space for 201 new homes and 2,000 square feet of leisure and retail space. Neptune will submit a further outline application for the remaining two buildings, which would include a 170-bed four star hotel and further commercial space.
Plans to develop the site were previously dropped by the former owner in 2006 when it went into liquidation and the site has been mothballed since. Previous development plans for the site included three blocks of apartments.
"This is a key site in the heart of Liverpool and its proximity to the Liverpool Echo Arena and Conference Centre and Liverpool One make it a very attractive proposition," said Steve Parry, Neptune Developments' managing director.
Neptune aims to start construction as early as this summer, subject to planning.
