The Council launched a consultation on its PDCS last month. It has proposed to create four different charging zones for residential developments with rates ranging from £15 to £65 per sq m.
The highest rate of £65 per sq m would be applied in Zone 1 which covers the areas of Broom, Moorgate, Whiston, Wickersley, Bramley and Ravenfield. Within Zone 2, which covers the 'Rural North West', the Dearne and South Rotherham, the proposed rate is set at £30 per sq m.
Zone 3 covers the 'Rotherham Urban Area' and East Rotherham. Developments in this zone would be subject to a rate of £15 per sq m under the proposals. The same rate would apply across the Bassingthorpe Farm Sustainable Urban Extension, which is a site identified for strategic development in the Council's emerging Local Plan.
For convenience retail developments the Council has proposed to apply a borough-wide rate of £60 per sq m, with a draft rate of £30 per sq m to apply to retail warehouse and retail park developments. A nil rate levy will apply to all other developments across the Borough if the draft rates are eventually adopted.
The consultation will be open for comments until 7 October 2013. The Council said it expects to adopt CIL in the autumn 2014.
