Berkeley Group and Prudential joint venture St Edwards has submitted an application to Westminster City Council for a change of use of office buildings Ergon House at Horseferry Road and 9 Milbank into residential flats. 

Under the plans the buildings, which are currently let to the Secretary of State for the Environment but being vacated as part of a Government estate contraction programme, will be transformed to provide 162 flats, including 33 affordable, and a shop on the ground floor of Ergon House.

St Edwards said in its planning statement submitted with the application that residential use of the site would contribute to a balanced mix of uses within London's Central Activities Zone and would support office provision on more suitable sites.

"The site is not suitable for modern commercial office occupiers in terms of location or the quality and layout of the floorspace; as such the site is not viable for refurbishment and re-letting in its current use given the withdrawal of public sector demand," it said.

The Council cited the end of the year as its target for determination of the application.
