Upper Lee Valley Opportunity Area Planning Framework is adopted


London Mayor Boris Johnson ratified the Upper Lee Valley Opportunity Area Planning Framework (ULV OAPF) yesterday. 

The ULV OAPF is supplementary planning guidance to the London Plan and was produced by the Greater London Authority. The ULV opportunity area covers 3,884 hectares within the London Boroughs of Enfield, Haringey, Waltham Forest and Hackney. 

The guidance sets out how Johnson wishes to see the ULV "evolve and change over the next 20 years to create a sustainable and successful part of London".

Eight key objectives are set out in the document. These are: growth in Tottenham Hale, Blackhorse Lane, Meridian Water and Ponders End; development and re-development opportunities along the A10/A1010 Corridor; over 15,000 new jobs by 2031; over 20,100 newly designed homes by 2031; full integration between the existing communities and new jobs, homes and services; a Lee Valley Heat Network linked to the Edmonton Eco Park; significant improvements to transport infrastructure; and a fully accessible new network of green and blue spaces which open up Lee Valley Regional Park.

As set out in the London Plan, planning authorities will be expected to give maximum planning weight to this guidance when preparing their planning documents.
