Waltham Forest publishes CIL preliminary draft charging schedule


The London Borough of Waltham Forest has launched a consultation on its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) with proposals for two residential charging zones.

The Council proposes in the PDCS (11-page / 455KB PDF) to divide the Borough into two residential charging zones, with Zone A located to the north of the North Circular Road and Zone B to the south of the North Circular Road.

The proposed residential rates, including for private funded care homes, are £65 per square metre for developments within Zone A and £70 per sq m for developments within Zone B. A proposed zero rate levy will apply to any publicly funded care homes.

For convenience retail developments, a borough-wide rate of £150 per sq m is proposed, with a proposed rate of £80 per sq m to apply to restaurants as well as hot food and takeaway establishments.

Betting shops are subject to a proposed rate of £90 per sq m and a rate of £20 per sq is proposed to apply to hotel developments. A proposed zero rate levy will apply to all other uses.

In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Waltham Forest is £20 per sq m on all uses except for health and education purposes, which are exempt from Mayoral CIL.

The consultation will be open until 12 March. The Council said it plans to adopt CIL in the summer.
