An examiner has recommended that the Neighbourhood Plan for Norland Conservation Area in west London's Holland Park proceed to referendum, subject to a number of modifications.

The plan, which has been worked up by the Norland Neighbourhood Forum, sets out aims for development and conservation in the area, including the definition of aspects within the area which should be protected, preserved or enhanced and the identification of areas where improvements should be made. 

The Planning Inspector who carried out the examination recommended in his report (12-page / 163KB PDF) that a number of modifications should be made to the plan, including the removal of non-planning matters, including traffic management, to a separate document or an annex not forming part of the draft Neighbourhood Plan Order. 

The Inspector said that the plan would need to include a statement on the time period for which it is to have effect and that the three aims set out in the plan should be merged to create "one clear and coherent set of aims" and to avoid confusion in making decisions. 

The Inspector also made a number of recommended amendments to wording and structure throughout the plan. He concluded that, subject to his modifications, the plan was capable of meeting legal requirements and should proceed to referendum. 

The Royal Borough of Kensington and Chelsea said in a statement that, once the Inspector's recommended changes to the plan have been made, a local referendum will be arranged.
