A nil rate levy is proposed to apply to all developments in Zone 1, which covers a number of strategic allocations as well as South Hampshire Urban Areas.
For Zone 2, which covers Winchester Town, the proposed residential rate is £120 per square metre and for Zone 3, which covers the market towns and rural areas, the proposed residential rate is £80 per sq m.
For retail developments, the Council has proposed that a rate of £120 per sq m should apply to all categories within the town centre in Zone 2 and to convenience stores, supermarkets and retail warehouses in Zones 2 and 3. A proposed nil rate levy will apply to all other categories of retail.
Hotel developments within Zones 2 and 3 are proposed to be subject to a rate of £70 per sq m and a nil rate levy is proposed to apply to all other uses across the City.
All the proposed rates have remained unchanged from the rates set out in the Council's preliminary draft charging schedule (PDCS) which it consulted on earlier this year.
The Council said it hopes to be able to adopt its charging schedule by the end of the year.
