Sam's experience

  • Advise a Chinese SOE on the impact and entitlement under their contracts arising from COVID-19 (including drafting claim notices and reports) on a dam project in Kenya, rural electrification projects in Uganda, and an airport project in Kuwait.

  • Advising a Chinese SOE on its extensions of time and costs claim due to COVID-19 and government restrictions at a petrochemicals processing plant in Kazakhstan.

  • Advised a large Chinese state-owned energy corporation, also one of ENR’s top 250 international contractors on Compliance Guidelines in relation to international business development.

  • Representing a Chinese contractor in an on-going ICC arbitration in Singapore in relation to disputes arising from an iron-ore processing plant in Russia.

  • Advising a Chinese contractor in relation to disputes arising from the design and construction of a coal-fired power station in Brazil.

  • Advising a Chinese contractor in relation to disputes and claims arising from the supply and installation of several boiler, turbine and generator packages for power stations in India.

  • Representing a Chinese contractor in an on-going ICC arbitration in Geneva in relation to the construction of a coal-fired power station in Turkey. Sam's work has included the drafting of all the contractor's pleadings and written submissions for the case, as well as drafting witness statements and instructing the preparation of expert reports on technical engineering issues. The matter proceeded to a two-week hearing at which Sam carried out the oral advocacy for our client, including cross-examination and oral submissions.

  • Advising a Chinese contractor in respect of an investigation by a multilateral development bank into allegations of fraudulent practice in relation to a highway project in Eastern Europe. Sam negotiated with the bank a settlement agreement in relation to the allegations.

  • Representing a Chinese contractor in HKIAC arbitration in Hong Kong arising from an offshore oil project in Saudi Arabia. Sam's work has included drafting all the pleadings in the case on behalf of the contractor as well as the witness statements and the expert reports in respect of the technical engineering issues.

  • Representing a Chinese contractor in ICC arbitration in London arising from the construction of two steel processing plants in Russia and Ukraine. Sam drafted all the pleadings, written submissions and the witness statements. Sam also carried out the advocacy in the jurisdictional hearing before the Tribunal, in which the contractor was successful in disputing the Tribunal's jurisdiction and, thus, defeated the claim in its entirety.
