Government Legal Department
Assisting the Government Legal Department and Cabinet Office in reviewing retained EU law on the UK statute book, and in designing and delivering the Retained EU Law (Revocation and Reform) Bill for introduction in Parliament.
Successfully appeared as Parliamentary Agent before the House of Lords HS2 Phase 1 Select Committee on behalf of Ealing Borough Council to argue that HS2's discretionary property schemes which were intended to apply only in rural areas should also apply in parts of Ealing.
Advised public body on parliamentary privilege and the powers of parliamentary committees in relation to requests for the disclosure of documentary evidence.
Drafting a Gambling on Elections Bill. The draft Bill would ban candidates and related persons from betting on the results of national and local elections in the UK. It was prepared to support discussions on reform in this area, and was presented to the Prime Minister in December 2024.
Advised a Premier League football club on the Football Governance Bill, including an analysis of the Bill and its impact. Advised on parliamentary procedure and ideal timing of amendments; drafted amendments to the Bill; provided a full tracking service on all amendments, all issues raised in debates, and all votes.
Acted as Parliamentary Agents on the Holocaust Memorial Bill, concerning development of UK Holocaust Memorial and Learning Centre. Advised on whether Bill was ‘hybrid’ and the procedural implications, represented Department before Examiners of Petitions for Private Bills to argue the hybridity case; supported Department in taking Bill through Parliament.
Advised on the development of reforms to regulations governing the authorisation for medical professionals to work in the NHS in England. Drafted two statutory instruments giving effect to the reforms.
Advised a medical device manufacturer on the defence of claims alleging defect and incorrect marketing of medical devices. A large number of claimants have raised claims against medical in-vitro mesh products alleging injury and ongoing disability in consequence of alleged defect in the medical products. The issue was subject also to Parliamentary hearings and inquiry.
Advising the UK Government's Department for Health and Social Care on developing and drafting new legislation to regulate the growing private sector market in coronavirus tests.
Advised an independent statutory body responsible for the management of an area of Crown land within central London, on its powers and functions under local Acts of Parliament. The corporation was created in the early 19th century and, accordingly has powers and functions expressed in the language of the time. We advised on how to interpret and carry out its powers and functions in modern contexts and meeting the 21st century demands of high profile residents, whilst minimising risk of challenge.
