Robbie leads our infrastructure planning and government affairs business. He advises on UK infrastructure and economic development policies, programmes and projects from a planning, environmental and administrative law perspective. This includes advising on policy formulation, enabling legislation, consenting and delivery.

Robbie's experience

  • Advised Port of Tilbury London Limited, a major UK port operator, on the port’s interaction with a flexible electricity generation plant proposed to be constructed next to the port, and on the related Development Consent Order.

  • Advised Thames Water on strategic, planning and consenting aspects of a significant water transfer project, including on regulatory submissions.

  • Advised CLdN Ports Killingholme Limited, owner and operator of the Port of Killingholme, on its objection to a Development Consent Order for the Immingham Eastern Ro-Ro Terminal.

  • Advised a group of local authorities on London Luton Airport’s application for a development consent order for a proposed second passenger terminal.

  • Advising Heathrow Airport Limited on planning, environmental and consenting matters relating to Heathrow Expansion.

  • Advising the West Yorkshire Combined Authority on all workstreams related to the development of a new mass transit system for the region, including the consenting strategy and land acquisition. The first phase of the project includes one line running through Leeds and another connecting Leeds and Bradford.

  • Advising Port of Tilbury London Limited on the Lower Thames Crossing DCO, impacting Freeport-designated expansion land. We continue to lead on a legal agreement securing protections for Port operations and ensuring Freeport development is not constrained, including the removal of surplus Freeport land from the DCO once confirmed as unnecessary for the scheme.

  • Advising National Highways (formerly Highways England) on its successful application for, and subsequent implementation of, a development consent order (DCO) for one of its largest and most complex infrastructure projects: the A66 Northern Trans-Pennine project (A66 NTP), a critical east-west corridor for freight and business traffic and for tourism in the North of England also identified by the Government as a key pathfinder project to accelerate important infrastructure projects.

  • Advised Thurrock Council, local planning authority, on two section 106 agreements connected with Local Development Orders at London Gateway Logistics Park, ensuring compliance and facilitating ongoing and substantial development. Assisted in complex negotiations to unlock key public transport infrastructure and manage strategic road network mitigation, supporting long-term regional growth within the Thames Freeport area.

  • Advising Transport for London on its successful application for, and implementation of, a development consent order (DCO) for the Silvertown Tunnel scheme.
