Chelmsford City Council's community infrastructure levy (CIL) charging schedule will come into force on 1 June 2014 following approval by the Council. 

The charging schedule was adopted at a Full Council meeting last week. This followed a report (11-page / 129KB PDF) in December by the inspector appointed to examine the charging schedule which recommended that it should be approved without modification.

The Council will implement a city-wide residential rate of £125 per square metre as well as a £150 per sq m rate for convenience retail uses and a £87 per sq m for comparison retail uses. All other uses will be subject to a nil rate levy.

Although the examiner had not made any formal recommendations for modifications, he did suggest that the charging schedule should include a positive commitment to complete a review of the CIL charges within three years. The Council said it had amended the charging schedule accordingly.

Chelmsford was one of the local authorities chosen by the government in 2011 to be a 'CIL Front Runner' and given access to support in introducing the levy.
