The Council has proposed to divide its administrative area into two charging zones for residential developments. It has set a draft rate of £120 per sq m to apply in the 'South of the District' zone and a draft rate of £200 in the 'North of the District' zone.
For convenience retail, it has proposed to set a district-wide rate of £125 per sq m and for comparison retail it has proposed a lower rate of £20 per sq m.
Purpose built student housing will be charged at a rate of £60 per sq m under the proposals and a nil rate levy will apply to industrial uses and all other types of development.
The consultation is open for comments until 23 April. The Council said it expects to consult on its draft charging schedule in August and for the schedule to be examined following examination of its Local Plan in February 2015. If the Local Plan is found sound, it said it expects to adopt CIL in April 2015.
