Harlow Council has said it will be taking legal advice on its options to challenge Secretary of State Eric Pickles' decision to grant permission for a 1,200-home development on Gilden Way in Harlow, Essex.

The Council said it was "exploring ways" to fight Pickles' decision according to local reports.  It said the decision went against the views of local residents and made "a mockery" of the Government's promises to hand "power over local planning decisions to local people".

Pickles said in his decision letter that the scheme would help reduce the Council's shortfall in housing supply. However, according to reports Pickles has said that the decision was made by the Planning Inspectorate and ministers from the Department for Communities and Local Government. Pickles said that he had asked not to be involved in the decision as he had previously campaigned against the development.

"I am extremely disappointed and question whether the Secretary of State has actually considered any of the views of local people and their concerns about infrastructure," said Council leader Mark Wilkinson. "This decision sends out a confusing message from the Government on how it wants local people to have a greater say in planning decisions".

"I think it is right we now take time to consider the report and seek independent legal advice before we decide on our next move," Wilkinson said.
