The councils, which have also been working together on their joint South Worcestershire Development Plan (SWDP), have proposed to set the same CIL rates for different uses across their three administrative areas, with the exception of residential developments.
For residential developments, Malvern Hills and Wychavon have proposed to set a rate of £60 per square metre, with Worcester City proposing a lower rate of £40 per sq m. The councils said they were considering setting a different rate for strategic sites and that they had begun work to assess the viability of strategic development sites across South Worcestershire.
A proposed rate of £100 per sq m will apply across all three districts to student accommodation, food retail developments, retail warehouses and hotels. A draft nil rate levy will apply to all other uses, including shops, industrial, office, educational, community and health.
“The funds we raise from the Community Infrastructure Levy will make a vital contribution to providing the essential facilities we need to realise the vision we have outlined in the South Worcestershire Development Plan,” said chairman of the SWDP joint advisory panel Judy Pearce.
The consultation will be open for comments until 8 November 2013. The councils said they hope to adopt CIL during the winter 2014/15.
