The three Councils have been working together through the West Northamptonshire Joint Planning Unit to undertake the preparatory work for considering the introduction of CIL. They have each published a PDCS with proposed rates for their respective administrative areas.
Daventry District Council has proposed in its PDCS (14-page / 510KB PDF) to divide its district into a 'residential urban zone' with a CIL rate of £50 per square meter and a 'residential rural zone' with a rate of £150 per sq m.
For retail developments, the Council has proposed a rate of £100 per sq m to apply across the district, with the exception of its 'central zone'. A proposed zero rate levy will apply to all other developments.
The PDCS (14-page / 523KB PDF) for Northampton Borough Council sets out proposals to charge a borough-wide residential rate of £50 per sq m. Retail developments, excluding those within the 'central zone' are proposed to be charged a flat rate £100 per sq m with a zero rate levy to apply to all other uses.
South Northamptonshire Council has published a PDCS (13-page / 208KB PDF) with proposals for a 'residential urban zone' charging a rate of £50 per sq m and a 'residential rural zone' charging £150 per sq m.
All retail developments would be subject to a rate of £100 if the plans are adopted, whilst a proposed zero rate levy would apply to all other uses.
The consultation will be open until 29 April.
