The Council has proposed creating two charging zones for residential developments, with a 'Zone A' covering the borough's land to the north of the North Circular and a 'Zone B' covering the land to the south of the North Circular. The proposed rates are set to £65 per sq m in Zone A and to £70 per sq m in Zone B. Public funded care homes would be subject to a nil rate levy.
For convenience-based supermarkets, superstores and retail warehousing above 280 sq m, a draft rate of £150 per sq m has been set to apply across the borough. A nil rate levy has been proposed for small retail developments of 280 sq m or less.
Hot food takeaways and restaurants will be charged at £80 per sq m under the plans, with a rate of £90 per sq m set to apply to betting shops and a rate of £20 set to apply hotels. All other uses will be subject to a nil rate levy if the draft rates are adopted.
The proposed rates set out in the DCS have not been amended from the rates set out in the Council's preliminary draft charging schedule, which it consulted on earlier this year.
In addition to CIL charged by the Council, any developments in the Borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Waltham Forest is £20 per sq m on all uses except for health and education purposes, which are exempt from Mayoral CIL.
The consultation is open for comments until 9 September. The Council said it proposes to implement CIL from 1 February 2014.
