Winchester City Council has published its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS) for consultation, proposing to set out three different charging zones for the District. 

The Council proposes in the PDCS (20-page / 1.5MB PDF) to create three different Charging Zones to "reflect clear differences in the viability of development across the District".

Zone 1 covers the South Hampshire urban areas and a number of 'strategic allocations'; Zone 2 covers Winchester Town and Zone 3 Covers the market towns and rural areas. It is proposed that all development within Zone 1 will be subject to a zero rate levy.

For residential developments, the proposed charge within Zone 2 is £120 per square metre, and £80 per sq m within Zone 3. Hotel developments are subject to a proposed rate of £70 per sq m in both Zone 2 and 3.

The proposed rate for convenience and supermarket retail development is £120 per sq m in both Zone 2 and 3 and for all other retail development, a district-wide zero rate levy is proposed.

A proposed zero rate levy will also apply to all other uses.

The consultation will run until 1 February. The Council said it hopes to introduce CIL in the autumn this year.
