Zoila advised private companies in complex infrastructure and construction projects. She is an expert in public procurement and international standard frameworks (including FIDIC). Zoila helps companies in risk allocation, aligning technical, legal and financial interests to deliver bankable, executable projects across public and private infrastructure projects.

Zoila is a Senior Associate in the Infrastructure and Energy team at Pinsent Masons. She has over 15 years’ experience advising private companies on major infrastructure and construction projects. Her pragmatic, business focused approach allows her to deliver strategic and practical legal advice to clients. Zoila is an expert in public procurement law and has helped companies and public authorities in structuring and tendering Public Private Partnerships and concessions both in Spain and at international level.

She holds a Law degree in Bilingual European Union Law from Universidad San Pablo CEU, and has completed specialist programmes in Competition Law at Universidad Carlos III, Energy Law at the Club Español de la Energía. Prior to joining Pinsent Masons, Zoila worked in the Public Law, Regulated Sectors and Infrastructure teams at Deloitte Legal and Allen & Overy, and served as Senior Legal Counsel at Siemens Mobility.
