The London Borough of Richmond yesterday launched a consultation on its community infrastructure levy (CIL) draft charging schedule (DCS) (9-page / 1.65MB PDF) in which it proposes to charge residential rates ranging from £190 per square metre to £250 per sq m.

The Council has set out two proposed residential zones in the DCS, with a 'higher band' rate of £250 per sq m to apply in the northern parts of the borough and a 'lower band' rate of £190 per sq m to apply in the southern parts.

For convenience retail developments across the borough and for comparison retail developments in Richmond Town Centre, the Council has set a draft rate of £150 per sq m. A proposed nil rate levy will apply to comparison retail outside the Town Centre.

Office developments outside Richmond Town Centre, light industrial space and public service and community facilities are all subject to a proposed nil rate levy. A standard charge of £25 per sq m will apply to all other uses if the draft rates are adopted, including office developments within Richmond Town Centre.

The residential rates in the DCS have both been reduced from the proposed rates set out in the Council's preliminary draft charging schedule (PDCS), which it consulted on earlier this year. The PDCS had set out a 'higher band' rate of £275 per sq m and a 'lower band' rate of £210 per sq m.

In addition to CIL charged by the Council, any developments in the borough will also be subject to Mayoral CIL. The Mayoral CIL charge in Richmond is £50 per sq m on all uses except for health and education purposes, which are subject to a zero rate levy.

The consultation will be open for comments until 19 August. The Council said it hopes to adopt its CIL charging schedule in April next year.
