Wandsworth Council launches tender competition for Alton Estate delivery partner


Wandsworth Council has invited bids to tender for the delivery partner for the Alton estate £500 million regeneration project. 

The 17-acre estate located on the boarder of Richmond Park in Roehampton is one of the largest council estates in London. The regeneration project aims to improve the "post war housing estate" and the current "poor quality housing would be replaced and the estate's listed buildings would be sensitively refurbished and enhanced."

The project will deliver approximately 1,100 new homes and a range of shops, community centre, leisure facilities, park, library and new homes.

"A range of employment, skills training, mentoring, health and youth support initiatives are also being focussed on the estate to help local people take full advantage of the area's growth."

All of the affected council tenants and owner occupiers will be offered a new home on the estate to ensure the community remains the same.

Councillor Ravi Govindia said "This project will preserve the best qualities of this unique post war housing estate while unlocking its full potential as a thriving mixed use neighbourhood with a superb range of local services and shops. It has the potential to provide hundreds of new homes, including high quality social rent and affordable properties our local residents need."

“Our plans have the potential to dramatically improve the quality of life across this neighbourhood and we want to find a partner that will put the residents’ interests and needs at the heart of their approach.”

Planning expert Victoria Lindsay of Pinsent Masons, the law firm behind Out-Law.com said "This is an exciting proposal for this estate, which sits in a prime location next to Richmond Park but which is currently in a poor state. Bilfinger GVA, which has been appointed to manage the search for a delivery partner, has confirmed that all existing council tenants and owner-occupiers who are affected by these proposals will be offered a new property on the regenerated estate so that they can benefit from the regeneration."

"The launch of the tendering process comes after three years of consultation with the estates' community over the regeneration proposals," said Lindsay.
