The development, located on a 21 acre site Scarborough bought earlier this year, will comprise 347 family homes, shops and community and leisure facilities.
The scheme is expected to bring up to £15 million to the local and regional economy and create up to 1,500 part and full time jobs, the developer said on its site dedicated to the scheme.
"Middlewood Locks is a huge site which has the potential to create a thriving new neighbourhood for Salford, bringing an opportunity for a range of homes and jobs," said Scarborough development director Lee Savage. "Scarborough Development has worked closely with the local community and come up with what we believe to be a really exciting scheme, so I'm looking forward to revealing the plans and finding out what people think."
Scarborough is holding consultations events this week and expects to submit a planning application for the scheme early next year.
