The proposed £65 million Walthamstow town centre regeneration scheme includes a 75,000 square feet Morrisons supermarket and up to 30,000 square feet of non-food retail units, Willmott Dixon said.
Proposals for the scheme include plans for the development of over 230 new one to four bed apartments, more than half of which would be made available as affordable homes. All residential units would be located above the Morrisons supermarket, the developer said.
The regeneration of the site, which is adjacent to the St James Street railway station and is currently a council-owned car park and industrial area, will provide a major source of inward investment to Walthamstow, the developers said.
The scheme also includes plans for a new community square, a green living wall and space for public art. The proposals include plans for new pedestrian and cycle links to the town centre and other contributions to local transport infrastructure.
“One of our key aims as a council is to regenerate Waltham Forest so that our residents have better streets and more choice when it comes to shopping and leisure opportunities," said Councillor Chris Robbins, leader of Waltham Forest Council.
"Large, ambitious schemes like this are exactly what we want to help bring about real change, and I'm delighted major names such as Morrisons and Willmott Dixon are on board to help us make our aspirations a reality," Robbins said.
"The proposals form part of Morrisons' expansion strategy in London and the South East and represent part of its ambition to open more than 2.5 million sq ft over the next three years across the country," said Richard Haynes, development executive at Morrisons.
"This is another rung on the ladder for Morrisons' expansion in London and the South East, a key area for the 800,000 sq ft of additional sales we plan to open across the country in 2012. We will be making a significant investment in a new foodstore as well as delivering new homes and real employment opportunities for local people," he said.
The South Grove scheme is fully in accordance with the London Plan and Morrisons and Willmott Dixon will begin consultation on the draft plans later this year before submitting a planning application in 2012. If planning permission is granted, the scheme could be completed by 2015.
