The DCS sets out proposals for four residential charging zones with differential rates. A nil rate levy is set for Zone 1, which covers the Lake Lothing Flood Zone, the Sustainable Urban Neighbourhood and the Kirkley Waterfront site.
Zone 2 covers Inner Lowestoft and is set a rate of £45 per square metre whilst Zone 3 covers Outer Lowestoft, Beccles, Bungay, Halesworth and the surrounding rural areas and is set a rate of £60 per sq m. The highest rate of £150 per sq m will apply to Zone 4, which comprises Reydon and Southwold and the surrounding rural areas.
Holiday lets are set a District-wide rate of £40 per sq m and supermarkets, superstores and retail warehouses across the District will be subject to a rate of £130 per sq m. A nil rate will apply to all other developments.
The examiner said that the Council had had regard to "detailed evidence on infrastructure planning and the economic viability evidence of the development market in the District" when setting the rates.
"The Council has tried to be realistic in terms of achieving a reasonable level of income to address an acknowledged gap in infrastructure funding, while ensuring that a range of development remains viable across the authority area," he said.
The charging schedule will be laid before Full Council for adoption on 22 May. The Council said it expects the schedule to come into effect on 1 August.
