Leeds City Council has published a preliminary draft charging schedule (26-page / 576KB PDF) (PDCS) with proposals for four different residential community infrastructure levy (CIL) rates and three different retail rates. The Council will open a consultation on the plans next week.

The Council has proposed to divide its administrative area into five residential charging zones with four different rates. It has set the proposed rates as £90 per square metre in the Outer Northern zone; £45 per sq m in the Outer Southern zone; £24 per sq m in the Outer Central zone and £5 per sq m in both the Inner Area zone and the City Centre zone.

For retail developments below 500 sq m, a City-wide rate of £5 is proposed. For developments above 500 sq m, the proposed rate is £158 per sq m within the City Centre and £248 per sq m outside the City Centre.

Office developments in the City Centre are subject to a proposed rate of £40 per sq m. All other uses, except for development by a "predominantly publicly funded or not for profit organisation, including sports and leisure centres, medical or health services, community facilities, and education", would be subject to a rate of £5 per sq m.

The consultation will open on 27 March and run until 15 May. The Council said it aims to adopt CIL by April 2014.
