Development on the 28 acre site will comprise 200 homes, including 80 affordable houses; a 200-space park-and-ride scheme; public open space, and a children's play area.
A reserved matters application seeking approval of the detail of the outline scheme is anticipated to be submitted over the next few months.
The Planning Inspector issued his decision this week following a five-day public inquiry last November. The appeal decision letter will be publicly available at the end of this week.
Winchester City Council first refused an application for outline planning permission in 2010 when the Government announced its intention to abolish Regional Spatial Strategies. The Council also successfully argued that the appeal should be delayed until an appeal in a case involving Cala Homes's Barton Farm development was determined.
