Ronson Capital Partners (RCP) has submitted a full planning application to Westminster City Council for a 15-storey building to comprise 55 flats on Chiltern Street in London's W1.

The plans also include proposals for a new restaurant as well as a three-storey townhouse and new public space at the corner of Chiltern Street and Paddington Street. Under the proposals, the existing office building on the site will be demolished.

The plans have been revised from a proposal by RCP to refurbish the existing building, which the Council granted planning permission for last year. RCP said in the planning statement (36-page / 3.96MB PDF) it submitted with its application that, although initial studies had indicated that the scheme was best delivered by a reworking of the existing structure, it had subsequently become clear that delivering a new building would "provide further benefit for all parties".

"Since the grant of planning permission in October 2012 RCP’s consultant team have continued to develop the detailed design of the scheme and as a result of this process it has become clear that a number of original assumptions have been found wanting under detailed examination," the statement said.

The external appearance of the proposed development has not been altered from the consented plans.
