Surrey Heath Borough Council has published its Community Infrastructure Levy Preliminary Draft Charging Schedule for consultation, which proposes a charge of £250 per square metre for all retail convenience development across the Borough. 

The Council has proposed three separate charging zones with differential rates for residential development and a "borough wide zone" for all other types of development. The proposed rates range from a zero rate up to £250 per sq m for residential and retail development.

The proposed CIL rates (31-pages / 518KB PDF) for residential development are differential across the Borough and are dependent on location. For the "Eastern Zone", a levy of £250 per sq m is proposed for residential development, however for the "Western Zone", a levy of £200 per sq m of residential development is proposed.

The final "Borough Wide Zone" proposes a levy of £100 per sq m of residential development and a levy of £60 per sq m for the development of houses in multiple occupation.

The Preliminary Draft Charging Schedule proposes three different rates for retail development and the levy is dependent on the proposed use of the building. For retail development including sales areas, garden centres and horticultural nurseries and convenience and petrol filling stations, a levy of £100 per sq m of development is proposed.

For retail warehousing, the Charging Schedule proposes a rate of £200 per sq m of development and for convenience retail, including supermarkets, a borough wide levy of £250 per sq m of development is proposed.

All other development would be subject to a borough wide zero rate levy.

The consultation is open for comments until 28 September.
