The Council proposes in the PDCS (14-page / 5.46MB PDF) that retail developments located outside the Borough's town centre shopping areas should be subject to a rate of £200 per square metre.
A zero rate levy is proposed for all retail development within the town centre shopping areas. The Council said that its viability assessment had shown that retail development within the town centres were less viable, primarily due to higher land values and alternative use values.
For residential developments, the Council proposed to divide the Borough into four areas with differential charges. The proposed rate for development within Newton Abbot and Kingsteignton is £75 per sq m. For development in Dawlish the proposed rate is £125 per sq m. For development in Teignmouth and SW Exeter the proposed rate is £150 and for development in all other locations the proposed rate is £300.
A zero rate levy is proposed for all other developments. The Council said that it may grant discretionary relief from CIL where it considers there are proven exceptional circumstances.
The consultation will run from 3 December to 25 January. The Council said it plans to adopt CIL in December 2013.
